The Chairman of Diputación de Salamanca (Salamanca Provincial Council), Javier Iglesias, and Unicaja Banco’s representative, Manuel Rubio, Regional Manager for Southern Castilla y León, and Manuel García, Corporate Banking Head of Accounts, have subscribed a treasury transaction, with an available limit of €32 million, to allow the local councils in the province to receive in advance their expected tax collection in 2022.
The purpose of this transaction, in the form of a credit account, is to meet the advances to the local entities that the autonomous agency REGTSA has committed on those taxes whose management and collection competence has been delegated to it by the 362 municipalities of Salamanca, providing them with liquidity from the beginning of the year and throughout the year.
With the agreement, the first drawdown, corresponding to the advances for the first four months of 2022, is expected to be made in the next few days for an amount of more than €13 million. REGTSA will reimburse the amounts advanced, up to a maximum of €32 million, to the bank before 31 December 2022.
In addition to the transaction’s financial conditions offered by Unicaja Banco, the bank will be responsible for the collection management of the 751,683 bills paid by direct debit to the REGTSA agency of the Provincial Council, as well as for the distribution of these bills among all the banking entities and for channeling the refunds of these bills.

The Chairman of the Provincial Council, Javier Iglesias, has expressed his satisfaction with the acceptance among the municipalities of this measure offered by the Provincial Council, which allows local councils to have liquidity for the management of their local services from the beginning of the year.
Proof of its efficiency and of the tax management carried out by the Provincial Council through REGTSA is the evolution experienced over the last years in the advances made in the whole financial year, up to €46 million in 2021 from €35 million euros five years ago.
