The president of the Provincial Council of Salamanca, Javier Iglesias, and the regional manager of Castilla y León Sur of Unicaja, Manuel Rubio, have signed a treasury transaction in the form of a credit account, with an available limit of 34 million euros, to make available to the municipalities of the province the expected collection of their taxes in the year 2025.
The purpose of this transaction is to meet the advances to the local entities that the Organismo Autónomo de Recaudación y Gestión Tributaria de la Diputación de Salamanca (REGTSA) has committed to the taxes whose management and collection competence has been delegated to it by all the municipalities of the province, providing them with liquidity from the beginning of the year and throughout the year.
With the formalization of the agreement with Unicaja, at an event with the participation of the vice-president of REGTSA, Marcos Iglesias, and, on behalf of Unicaja, Carlos Martín, head of Corporate Banking- Centro y Expansión, and Cristina Sánchez, manager of Institutional Business of Castilla y León, a first disposition is contemplated, corresponding to the advances of the first four months of 2025, for an amount of 17 million euros.
Among the financial conditions of the transaction offered by Unicaja, following a public bidding process, it is established that REGTSA will reimburse the amounts advanced, up to a maximum of 34 million euros, to the bank before 31 December 2025.
Likewise, Unicaja will be responsible for the management of the collection of the more than 814,000 bills paid by direct debit to the REGTSA Agency of the Provincial Council among all the banks, as well as the management of the returns of these bills.
In this regard, it should be noted that the suitability of this measure is the evolution experienced in the annual advances made from REGTSA in the last five years, going from 45.6 million euros in 2020 to more than 51.6 million euros in 2024.
For the Provincial Council of Salamanca, in the words of its president, Javier Iglesias, “it is important to make available to the municipalities financial liquidity tools that facilitate their day-to-day management and the provision of services to their citizens, especially when they are small villages and towns with limited economic capacity”.
For his part, Manuel Rubio, regional manager in Castilla y León Sur of Unicaja, has underlined the commitment of the bank with the region, its provinces and its institutions, and has expressed his availability to the Provincial Council and the different municipalities to meet the financing needs and to cover other types of financial services.
